Carolyn is an expert in homeless and housing systems, public policy, and capacity building with experience at the local, state, and federal levels that has given her a nuanced understanding of political dynamics and systemic barriers.


Over the past two decades,  Carolyn has played a vital role in strengthening community relationships, navigating complex regulatory environments, and helping client communities secure funding for housing and homeless system improvements. Her strategic and collaborative approach has supported communities in developing impactful programs, improving service delivery, and evaluating outcomes.


Known for her clear communication, deep empathy, and ability to build trust across diverse sectors, Carolyn excels at facilitating meaningful conversations and identifying collective solutions.
